First one I found was Nationstates, in this game you create a Nation and once or twice a day you are presented with issues that you make a policy decision on, and your nation grows and forms to your political ideology. For Example, here is my country http://www.nationstates.net/jaktaris
This game doesn't take much time, maybe 2-3 minutes once or twice (change settings to how many issues a day) a day to see how your country grows.

Second one I was shown was Cybernations. This one is similar to Nationstates in that you create a country and manage it daily, but it has a lot more micromanagement issues to deal with, including armies and defense.
I joined this one, and joined the Yellow team (trading bonus spheres) and was invited to a Yellow alliance. This game again doesn't take much time, and can be managed with 1 log in per day, but longer breaks between logins can be taken without much detriment. If you join this one, look for Jaktaris on Yellow team, and you'll likely get a bunch of messages from Alliance recruiters right away. I'm in BoSS

The 3rd one I found was a space game called Astro Empires, where you start with a single planet in a massive universe, and you have to build your power and economy and tech in order to expand and be able to attack/defend against others. This game takes a little more attention, as you get your income every hour on the hour, but you can set up a build queue up to 5 buildings so you can check on it now and then and update your queues. There are 3058 players atm. Again I am Jaktaris in Galaxy A18 Region 54 System 19.
This one seems to be a 1 week trial, but I'm not sure if you have to pay once that expires, I'm still in my first week

The Last game I found was Ogame, and is very similar to Astro Empires in it's design. It's a space sim where you start with a single planet and must expand your resource economy and build bigger and better ships etc. The biggest difference is that resources come in constantly at a rate appropriate to your mine levels. I'm on Universe 9
